If you forget your PayPal security question, you can contact customer service to have it reset. You will need to provide some personal information, such as your name, email address, and date of birth, to verify your identity. Once your identity is confirmed, PayPal will send you a new security question.
Although Paypal's customer service is notoriously bad, their security question service is even worse. I had to call customer service and wait on hold for 30 minutes just to find out that they could not reset my security question. I was then transferred to another department where I was told that I would have to create a new account. This is a huge hassle and I will never use Paypal again.
